[chromium-discuss] opening chrome://extensions from external process

I can use:

chromium google.com

to open google.com on a new tab on the current browser window (or open a
new one if it doesn't exist)

But when I try:

chromium chrome://extensions

The new tab is set to a blank page.

How can I open the internal chrome://extensions url from an external
process?
