There is an ANR (pending for a period of time) triggered when operate
webpage by 'Electronic handwritten pen'.

Device: Huawei Mobile

Chrome Version: 68 68.0.3440.70


Reproduce step:

1.Open Chrome, input https:// <https://sina.cn/>m.baidu.com on the address
bar;

2.Open one of the articles on the home page;

3.Click on any character by the 'Electronic handwritten pen' and keep
still (long press);

4.The 'Context Menu' will be popup, and for about 10 seconds, the 'ANR
dialog' will be popup;

5.Select 'waiting' on the 'ANR dialog', then after a while it will be back
to normal.


*This problem can only reproduce once after we open chrome, if we want to
reproduce for the second time, we should restart chrome.
