I often see "overflowScrollingParent" as the reason for a compositing
layer. The source code compositing_reasons.cc
<https://cs.chromium.org/chromium/src/third_party/blink/renderer/platform/graphics/compositing_reasons.cc> explains
"overflowScrollingParent" means "Scroll parent is not an ancestor", but I
still have no idea what it means and why it is promoted to a compositing
layer. Anyone knows?
