Chromium needs the close, restore n minimise buttons from the top right
corner of the screen. Also the menu bar which displays the File, Edit,
View, Favourites, Help drop down menu functions.

Could anyone please advise if these buttons are possible to manifest use
any of the drip down menus? I have searched for ways to integrate these
buttons and menu bar into the Chromium browser screen to no avail. I would
appreciate it greatly if anyone reading this can help me establish these
functions on the Chromium browser window.

Can you post a screenshot of what you are seeing?

Regarding "File, Edit, View"... menus, this kind of menus was never
implemented in Chrome for Windows, so that is not a bug.
However, the minimize/restore or maximize/close buttons should be there.
Unless you happen to have installed a Chrome application (something from
the Chrome Web Store, though deprecated on Windows) that makes use of
chrome-less (sort of frameless) windows, in which case, there will probably
not be anything except the content of that application (if it happens to
have chosen to put close buttons and similar, you will see something
similar), but in order to launch such an application, you will usually not
use the regular Chrome shortcut (or you would, but from within it, you will
launch that application).

Verify that your chrome shortcut does not have --fullscreen.

F11 should temporarily get you out of fullscreen.

I don't believe there is a flag or manifest for this.

The other side, the system menu, you can still access using alt-space
