I believe Chrome and Chromium share the same system requirements -
https://support.google.com/chrome/a/answer/7100626?hl=en

So if you can run the operating system, you should, in theory, be able to
run Chrome/Chromium.
With that aside, 64 MB RAM is probably not enough. You will not be able to
load GMail with that much RAM, for example. I think the browser itself
needs at least 100 MB without even showing a page.
But if you have a big swap/page file, maybe it will still work, but very
slowly (unless you have a very fast SSD).

requirements

- A 64-bit Intel machine with at least 8GB of RAM. More than 16GB is
highly recommended.
- At least 100GB of free disk space on an NTFS-formatted hard drive.
FAT32 will not work, as some of the Git packfiles are larger than 4GB.
- An appropriate version of Visual Studio, as described below.
- Windows 7 or newer.

I found this on the chromium site, but those are the specs you need to
build Chromium not to generaly use it right?

Those requirements are only for building Chromium, correct.

I have a Windows 7/Core i3/4 GB RAM/non-SSD hard drive machine with some
Intel graphics (something lame, I reckon) and I run Chrome. It is not great
(the machine is slow in general), but it works.

I guess hardware acceleration will simply not be employed, instead, the
browser will use the CPU.
