Hello

Is there anyway to configure Chrome without having to "touch" the device?
Meaning, we have a MDM (SOTI MobiControl) tool and have received the
question about having Chrome on a device. However, we want to restrict so
there is NO option to sign into a Google Account and there should be a
pre-defined homepage and fullscreen.

The devices are used on a restricted network with extremely limited access
to internet and are used in an non-personal environment. The device is not
used by a single person, it is shared among multiple users and therefore, a
Google account is not an option.

A bit urgent, so any help would be appreciated.

If you enroll your device to some enterprise policy, I believe you can
disable sign-in-to-Chrome through it.
(I do not know how to do that, sorry)

Search the web for enrolling Android devices, this is not a Chrome specific
feature, I believe and therefore probably not the right place for such
questions.

the "master_preferences" that i read about for Windows PCs also on the
Android device? Then that might be a way to control settings.

Chrome policies on Android are et via the managed configurations
framework [1]. The have to be set by your DPC, which is SOTI's
management app in your case.

However, on Android, account sign-in is not handled by Chrome. If you
want to disable signing into Google accounts, you do it system-wide.
This is an Android policy [2] that also would need to be set by SOTI's
DPC app.

The way Android management works is, you set an app as your DPC. In your
case, that is SOTI MobiControl. Your DPC then sets policies on the
device. This can absolutely all be done, provided SOTI supports the
policies you need.
